With the Idaho House and Senate having adjourned sine die last Friday, another legislative session is in the books—and despite some roadblocks, it was another fruitful session for the conservative Christian policy movement.
During our Family Forum Night last Friday, IFPC President Blaine Conzatti shared a recap of our top legislative priorities this year—specifically highlighting the status of the School-Sponsored Bible Reading Act (House Bill 162) and our legislation banning drag shows and other indecent sexual exhibitions in public places (House Bill 230):
2025 PRO-FAMILY VICTORIES
The policy team at Idaho Family Policy Center also worked overtime behind the scenes to support legislation that secured big wins for families—providing 735 hours of in-depth policy and legal research for state legislators, testifying in committee hearings, and so much more.
Here’s a small sample of the pro-faith, pro-family, and pro-freedom victories achieved this legislative session:
1. Protecting the Dignity and Safety of Women in State Prisons and Domestic Violence Shelters (House Bill 264)
This new law – sponsored by Rep. Barbara Ehardt (R-Idaho Falls) and Sen. Cindy Carlson (R-Riggins) – bars biological males from accessing women’s restrooms, changing rooms and sleeping quarters in state prisons and domestic violence shelters.
According to statewide public opinion polling commissioned by Idaho Family Policy Center, more than 74% of likely Idaho voters with an opinion on this issue agreed that biological males should not be allowed to access restrooms and showers in female prisons.
2. Eliminating DEI Practices in State-Funded Higher Education (Senate Bill 1198)
This new law – sponsored by Sen. Ben Toews (R-Coeur d’Alene) and Rep. Judy Boyle (R-Midvale) – represents the most comprehensive effort to date in Idaho stripping DEI programs and practices from state-funded higher education.
More than 71% of likely Idaho voters agreed that DEI programs have no place in state government and public education, according to statewide public opinion polling commissioned by Idaho Family Policy Center.
3. Securing Medical Freedom (Senate Bill 1210)
The Idaho Medical Freedom Act – sponsored by Sen. Daniel Foreman (R-Moscow) and Rep. Rob Beiswenger (R-Horseshoe Bend) – prevents schools and employers from requiring certain medical interventions, including vaccines, as a condition of attendance or employment.
The legislation was adopted with an amendment, authored by Idaho Family Policy Center, that ensures private and parochial schools can send home students with contagious illnesses to recover.
4. Imposing Mandatory Minimums for Marijuana Possession (House Bill 7)
This new law – sponsored by Rep. Bruce Skaug (R-Nampa) and Rep. Jordan Redman (R-Coeur d’Alene) – establishes a mandatory minimum fine for personal use amounts of marijuana, showing how seriously the Gem State takes this issue.
5. Prohibiting Indecent Exposure in Public Places (House Bill 270)
Recent events have highlighted how current law is inadequate to address the lewd exposure of nudity or partial nudity in public places—especially in places where innocent and unsuspecting children are present.
This new law – which was sponsored by Rep. Jeff Corneilles (R-Nampa) – ensures that our state indecent exposure law includes lewdly exposing female breasts, as well as male breasts that have been hormonally or surgically altered to appear like female breasts.
6. Barring the Display of Ideological Flags in Public Schools (House Bill 41)
This new law – sponsored by Rep. Ted Hill (R-Eagle) – makes clear that Pride flags and Black Lives Matter banners do not belong in the classroom.
